CDA Approved Societies in Islamabad (2026 List)

Which societies are CDA approved in Islamabad?

A society is fully CDA approved only when the CDA website shows two things for it: LOP Approved and NOC Issued. In October 2026, about 30 of the 69 societies on the CDA list pass this test. Most are in Zone 2 and Zone 5, and six are in Zone 4.

This guide gives the full CDA approved societies list for 2026, zone by zone. For every society you will see its location, area, LOP date and NOC date. You will also find the illegal societies list and simple steps to check any society online.

Quick facts for buyers

  • Safe to buy: societies with both LOP and NOC, for the exact phase or block you are buying in.
  • Risky: societies with LOP only. CDA does not allow them to sell plots yet.
  • Do not buy: societies on the CDA illegal list. CDA named 99 of them in Zones 3 and 4 in May 2026.
  • Zone 3: no society is approved here at all.
  • Rawalpindi: CDA does not approve societies in Rawalpindi. That is the job of RDA.

Islamabad zones explained (CDA approved societies map)

Islamabad is divided into five zones under the ICT Zoning Regulations, 1992. Private housing societies are allowed only in Zone 2, Zone 4, Zone 5 and Sector E-11.

Zone Area it covers Are private societies allowed?
Zone 1 CDA’s own sectors (D-12 to I-16 grid) No, except Sector E-11
Zone 2 Western sectors: G-15 to B-17, E-16, E-17, F-16, F-17, G-16, G-17, D-17, C-17 Yes, since 1992
Zone 3 Margalla Hills National Park, Bani Gala, land north of Murree Road No. No housing scheme is allowed
Zone 4 Between Murree Road and Lehtrar Road: Park Road, Kuri Road, Simly Dam Road Yes, since 2010, with conditions
Zone 5 South Islamabad: Islamabad Expressway, GT Road, Japan Road, Kahuta Road Yes, since 1992

How to use the map: Islamabad’s sectors end at A-17 to I-17. If someone sells you a plot in “G-18” or “F-18”, it is not inside Islamabad and CDA has not approved it.

2026 update: In June 2026 the CDA Board agreed in principle to split part of Zone 3 into two new areas, Zone 1A and Zone 4E. The Federal Cabinet has not approved this yet, so nothing has changed for buyers.

Understanding CDA approval: LOP vs NOC

CDA approves a society in two steps. First it approves the LOP. Later, after more paperwork, it issues the NOC. A society needs both.

What is an LOP?

LOP means Layout Plan. It is the approved map of the society: plots, roads, parks, mosques, schools and shops. An LOP shows the plan is correct, but it does not allow the owner to sell plots or start development.

What is an NOC?

NOC means No Objection Certificate. It is the legal permission to develop the land and sell plots. CDA gives it only after the owner mortgages some plots with CDA and transfers the land for roads, parks and graveyards to CDA. This protects buyers if the owner fails to finish the society.

What each CDA status means for you

Status on CDA website Meaning in simple words Risk for buyer
LOP Approved + NOC Issued Fully approved. Can develop and sell Lowest
LOP Approved + NOC Not Issued Plan approved, but sale is not allowed yet Medium to high
Provisional LOP First-stage approval only High
NOC Cancelled Approval taken back. Transfers and utilities may stop High
LOP Cancelled Plan approval taken back Very high
On the illegal list No approval of any kind Do not buy

Remember: CDA does not handle plot transfers inside private societies. Even in an approved society, check your own plot number on the approved layout plan.

Zone 4: CDA approved housing societies (2026)

Six private societies in Zone 4 have both LOP and NOC: Park View City, Gulberg Greens, Rahman Enclave, Bahria Enclave-II Phase-II, Bahria Enclave-II Agro Farming and Anza Zephyr Dale. Zone 4 covers Park Road, Kuri Road, Malot Road, Lehtrar Road and Simly Dam Road.

Dates are in day-month-year format. Area is in kanals.

DHA Margalla Enclave on Jinnah Avenue and Park Road is a joint project of CDA and DHA on about 10,000 kanals of CDA land. It is not on the private societies list because CDA itself is a partner.

CDA approved societies on Lehtrar Road (Lehtar Road)

Rahman Enclave is the only society on Lehtrar Road with both LOP and NOC. Al-Hamra Hills has an LOP, but its NOC is cancelled.

Park View City and Bahria Enclave are near Lehtrar Road, but they are on Kuri Road and Malot Road. Most other Lehtrar Road projects are on the CDA illegal list, such as Royal City, Satti Town, Ghouri Gardens, Burma Town and Shaheen Town 1 to 4.

How to verify CDA approval in 2026 (CDA approved societies check online)

You can check any society free on the CDA website in about five minutes.

  1. Open gov.pk and go to Media Center, then Housing Schemes, then Private Housing Schemes.
  2. Find the society by name using the A to Z filter.
  3. Read its row. It shows the zone, road, area in kanals, LOP status and NOC status.
  4. Click the society name. Download its LOP and NOC letters and look for any show-cause notice.
  5. Open the Illegal Private Housing Schemes page and search the name there too.
  6. Check Public Notices for recent sealing, cancellation or fake-letter warnings.
  7. Match the phase or block. Approval is given phase by phase. For example, Bahria Town Phase VII-E has an NOC, but Phase VII does not.

Still not sure? Call CDA.

  • For a built house: approved building plan and completion certificate

CDA approved societies in Rawalpindi: do they exist?

No. CDA approves societies only inside Islamabad Capital Territory. Societies in Rawalpindi need approval from the Rawalpindi Development Authority (RDA).

Many projects in Rawalpindi, Taxila, Fateh Jang and Attock use “Islamabad” in their name or claim sectors like G-18. In May 2026 CDA asked the Competition Commission of Pakistan to act against 61 such schemes. CDA named Muhafiz Gardens, Rawat Enclave, Faisal Town, Grace Land Housing and Air Line Avenue as projects sold as “Islamabad” that are not in Islamabad.

Society Who approves it Status
Bahria Town Phase II, III, V, VI and VII-E CDA (Zone 5) LOP + NOC
Bahria Town Phase VII, III-E / IV, Bahria Garden City CDA (Zone 5) LOP only
Gulberg Residencia and Gulberg Greens CDA (Zones 5 and 4) LOP + NOC
Naval Anchorage, OPF, CBR Town, Jeddah Town, Grace Valley CDA (Zone 5) LOP + NOC
Faisal Residencia (E-17) CDA (Zone 2) LOP only
DHA Islamabad Phase II DHA, under its own law Inside Islamabad, not on CDA list
Faisal Town, Capital Smart City, Rudn Enclave, Blue World City, Top City-1 Not CDA. Check with RDA or Punjab authorities Outside Islamabad

Simple rule: first find out which district the land is in. If it is in Rawalpindi or Attock, check the RDA approved list, not the CDA list.

Projected hotspots and area trends (2026)

Islamabad prices are almost flat overall, so location matters more than ever. Zameen.com’s index put the average Islamabad house price at PKR 9.95 crore in August 2026, up 3% in one year and only 0.6% in two years. Growth is coming from a few areas with new roads.

Frequently asked questions

Which are the CDA approved societies in Islamabad in 2026?

In Zone 5 they include Bahria Town Phase II to VI and VII-E, Gulberg Residencia, Naval Anchorage, OPF, CBR Town and Jeddah Town. In Zone 2 they include Multi Gardens B-17, Paradise City, Tele Gardens and the Supreme Court Employees scheme.

Where can I find the official CDA approved societies list?

The official list is on cda.gov.pk under Media Center, Housing Schemes, Private Housing Schemes. It shows the zone, road, area, LOP status and NOC status of every society.

How can I check CDA approved societies online?

Search the society name on the CDA Private Housing Schemes page. Make sure it shows “LOP Approved” and “NOC Issued”. Then search the same name on the CDA illegal schemes page.

Which CDA approved societies are on Lehtar Road?

Rahman Enclave is the only society on Lehtrar Road with both LOP and NOC. Al-Hamra Hills has an LOP, but its NOC is cancelled.

Which are the CDA approved societies in Zone 4 Islamabad?

Park View City, Gulberg Greens, Rahman Enclave, Bahria Enclave-II Phase-II, Bahria Enclave-II Agro Farming and Anza Zephyr Dale. DHA Margalla Enclave is a CDA and DHA joint project.

Are there any CDA approved societies in Rawalpindi?

No. CDA works only inside Islamabad. Rawalpindi societies are approved by RDA.

Is there a CDA approved societies map?

Yes. CDA publishes zoning maps, and each approved society’s layout plan can be downloaded from its page on cda.gov.pk.

What is the difference between LOP and NOC?

LOP is approval of the society’s map. NOC is permission to develop and sell plots. A society needs both.

Is it safe to buy in a society with LOP only?

It is risky. CDA does not allow sale of plots until the NOC is issued.

Can a cancelled NOC be restored?

Yes. Park View City’s NOC was cancelled in 2021 and restored in 2022. But restoration is not guaranteed, and buyers can face delays in the meantime.

Conclusion

Before you buy a house, plot or apartment in Islamabad, check one thing first: does the CDA website show “LOP Approved” and “NOC Issued” for your society and your phase? If yes, you are on safer ground. If not, wait or walk away.

For families who want to move in now, the finished societies of Zone 5 are the safest choice. For planned sectors near the airport, look at Zone 2. For future growth, look at the approved societies on Park Road and Kuri Road in Zone 4.
