Which is the best housing society in Islamabad?
The best housing society in Islamabad depends on your budget. For luxury living, DHA Islamabad, Gulberg and the F and E sectors lead. For upper-middle families, Bahria Town, G-13 and B-17 are strong choices. For tighter budgets, Park View City, Faisal Town, PECHS and apartments in B-17 or C-18 are the best value.
In August 2026 the average house in Islamabad cost PKR 9.95 crore, and the average apartment cost PKR 2.26 crore, according to the Zameen.com price index. This guide shows you where your money goes furthest, and how much you need to earn to buy in each society.

How we picked the best societies
Every society in this list had to pass four checks:
- Legal approval. It is CDA approved societies, a CDA sector, or run under its own law (like DHA). Societies on the CDA illegal list are left out.
- Living conditions. Families already live there, with roads, electricity, gas, water and security working.
- Easy access to the Islamabad Expressway, GT Road, Srinagar Highway, the Motorway or the airport.
- Prices that match what you get, based on the Zameen.com price index for August 2026.
How to read the prices: All prices are averages from Zameen.com’s index, not fixed rates. Corner plots, main-boulevard plots and new houses cost more. 1 marla = 225 sq ft and 1 kanal = 20 marla.

Which housing society can you afford? Income guide 2026
If you earn PKR 1.4 lakh a month, you can usually afford a PKR 60 lakh home with a bank loan. If you earn PKR 4.6 lakh a month, you can usually afford a PKR 2 crore home. The table below shows the full range.
How we worked it out: Banks usually lend up to 85% of the price and let your monthly instalment take up to 50% of your net income. We used a 20-year loan at about 15.5% a year (1-year KIBOR of 12.75% in October 2026 plus a bank margin). “Comfortable” income keeps the instalment at about 35% of your pay.

Earning less? Use the government scheme
First-time buyers can get a home loan of up to PKR 1 crore at 5% for the first 10 years under the government’s Apna Ghar / Mera Ghar Mera Ashiana scheme. The monthly instalment on a PKR 1 crore loan is about PKR 66,000. It covers houses up to 10 marla and flats up to 1,500 sq ft. You must not already own a home, and the bank finances up to 90% of the price. Ask HBL, Meezan, NBP or HBFC for current terms.
Simple tips
- Keep 6 months of expenses saved after paying the down payment.
- Budget extra for taxes, transfer fees and registration. Ask your agent for the current FBR valuation and fees before you sign.
- If you are buying a plot, remember you will need more money later to build.
Societies to approach with caution
A low price is not a bargain if the society is not approved. Be careful with:
- Societies on the CDA illegal list. CDA named 99 schemes in Zones 3 and 4 in 2026, many on Lehtrar Road, Simly Dam Road and Kuri Road.
- Projects using “Islamabad” in the name but located in Rawalpindi, Taxila, Fateh Jang or Attock. In May 2026 CDA asked the Competition Commission to act against 61 such schemes. Check RDA approval for these.
- Phases without an NOC. Even in big names like Bahria Town, some phases have an LOP but no NOC yet.
- Societies with cancelled NOCs, such as Soan Garden and AGOCHS Phase-II.
- “Sectors” beyond A-17 to I-17, such as “G-18” or “F-18”. These are not part of Islamabad’s sector plan.
Checklist before you buy
- ☐ Check the society on gov.pk for “LOP Approved” and “NOC Issued”
- ☐ Search the name on the CDA illegal schemes list
- ☐ Confirm your plot is inside the approved layout plan
- ☐ Get the allotment letter and a No Demand Certificate from the society
- ☐ Visit the site and check electricity, gas, water and roads
- ☐ Compare the price with the Zameen.com index for that area
- ☐ Talk to two banks about a home loan before paying any token money
- ☐ Pay only through the bank, never in cash, and keep every receipt
